When browsing the help docs of the VIM, I've found a long sentence which describe the design principle of vim, seems hard to understand, is there anyone can help to explain what's the meaning of this sentence? Thanks in advance :)

The Law of VIM:

For each member b of the possible behavior space B of program P, there exists a finite time t before which at least one user u in the total user space U of program P will request b becomes a member of allowed behavior space B' (B'<=B)
